This report (french only) presents the results of a research project whose primary objective was to shed some light on the effects of fly-in/ fly-out on a Quebec departure community. It is part of a broader research initiative initiated by the Regroupement des femmes de la Côte-Nord ("Regroupement") and the Chaire de recherche sur le développement durable du Nord ("Chaire").

Ce rapport présente les résultats d’un projet de recherche dont l’objectif premier était de porter un premier éclairage sur les effets du navettage aéroporté sur une communauté de départ québécoise. Il s’inscrit dans le cadre d’une initiative de recherche plus large initiée par le Regroupement des femmes de la Côte-Nord (ci-après « Regroupement ») et par la Chaire de recherche sur le développement durable du Nord (ci-après « Chaire »).

In May 2018, Aboriginal and Northern Affairs Canada provided funding to Thierry Rodon and Steeve Jacob to conduct an evaluation of the Northern Treasures Initiatives Program. This program supports Aboriginal participation in key sectors of the Canadian economy, such as agriculture, fisheries, forestry, mining and energy. In Quebec, a specific initiative has been developed to encourage Aboriginal participation in northern development, particularly in major mining projects related to the Labrador Trough.

En mai 2018, Affaires autochtones et du Nord Canada a octroyé un financement à Thierry Rodon et Steeve Jacob afin de réaliser une évaluation du programme Initiatives trésors du Nord. Ce programme vise à soutenir la participation des Autochtones aux secteurs clés de l'économie canadienne, comme l'agriculture, la pêche, la foresterie, l'exploitation minière et l'énergie.

Le rapport «Cohabiter avec le navettage aéroporté: Expériences de femmes et de communautés de la Côte-Nord» présente les principaux résultats et les faits saillants de l’enquête. Il explore spécifiquement les divers effets du navettage sur les travailleurs qui le pratiquent et sur leur famille, ainsi que sur la pérennité des communautés de la Côte-Nord visitées dans le cadre de l’étude. 

This report presents the main results and highlights of the research «Living with Fly-In/ Fly-Out: Experiences of women and north shore communities», specifically the various impacts of FIFO on commuting workers and their families and the sustainability of the North Shore communities visited for the study. 

Ce rapport, produit par Thierry Rodon et Martin Papillon, traite du rôle que pourrait jouer le gouvernement fédéral, au travers des processus d'évaluation environnementale, dans la mise en oeuvre du consentement libre, préalable et éclairé des communautés autochtones.

This report, written by Thierry Rodon and Martin Papillon, addresses the potential role of the federal environmental assessment process in implementing the principle of Free, Prior and Informed Indigenous Consent (FPIC).The authors recommend that FPIC be recognized as a one of the core principles guiding a renewed EA process in Canada, through legislative changes and the development of new mechanisms that foster collaborative decision-making, informed deliberation and transparency.
